Feathers have been universally used as accessories throughout the world. This includes things like feathers in headdresses in Trinidad (such as the ones used by Nicki Minaj as a tribute to her heritage), pheasant feathers in Chinese clothing or kingfisher art (which uses feathers) that is used in many clothing pieces, in addition to throughout Europe (notably in Venetian masks and later, as hats with plumage on them), and countless others that I can’t think of off the top of my head.
It’s actually a bit racist to assume that feathers in general (and I’m to assume a specific types of feather at that, I doubt people assume your peacock feathers are CA) are unanimously used by First Nations populations. My understanding of FN plains headdresses is that they have a very specific way they are created and the way they are designed. And that these headdresses aren’t a blanket term for FN in North America nor should they be viewed as such.
